Specialising in bid management and business development, Sam coordinates the development of competitive and commissioned proposal submissions. This includes: undertaking market intelligence analysis; sourcing opportunities; identifying experts and partners and managing relationships in order to develop robust and successful consortia and future delivery teams and developing and finessing submissions so as to ensure the most compelling and compliant responses are submitted every time.
Sam joined Oxford Innovation Services in May 2014. Since then, she has worked closely with the business development team to increase the capacity to respond to opportunities. She has submitted a number of competitive and commissioned proposals and also works with the other members of the business development team to develop the future delivery strategy for Oxford Innovation Services.
Internally, she has refreshed the bidding process, providing an efficient bidding mechanism and increasingly building the business development library of resources and contacts.
Prior to joining Oxford Innovation Services, Sam worked for Development Pathways Ltd, an International Development consultancy as the Business Development Manager. Sam was responsible for managing the development and growth of the business from registration, setting up the required systems and processes for both the operational ‘back-end’ and ‘client-facing’ sides of the business. She drove the growth of the company forwards through successful competitive bid submissions for governments, UN agencies, charities, bilateral donors and NGOs, subsequently managing the implementation of live contracts and hiring additional staff as the company expanded.
From 2006 – 2011 she worked at Oxford Policy Management Ltd as the Bid Coordinator, leading the company wide procurement of new international business opportunities. She managed a team of 5 Bid Administrators and coordinated advance project related intelligence activities, submission of EOIs, PQQs, full technical and financial proposals and subsequent contract negotiations.
Sam has a BA in English and American Literature from the University of Kent.
